Unfortunately, many people (well most in fact) don't know how to code which means that so far most of the new modders (and a large chunk of experienced ones) are currently limited to only making simple levels and don't want to touch the more exotic stuff such as making their own actors (custom enemies, weapons etc) or the powerful level scripting known an ACS.
